I have 2 potted dahlias currently, I kept up with deadheading all of the flowers that have bloomed but for the past couple weeks I have had no blooms and buds that appear to have no petals inside, could these be blooms that the store did not deadhead and are continuing to grow out or could there be something I am not doing correctly? Possibly bugs?

There are a few with petals coming in finally, the one at the bottom is a good example of what some of the empty ones look like. Should I cut off all of the ones that look like that?
