Need help with my plants (soil disease)

The top of the morning to you!
I have a big problem with my plant soil, I do not know what the disease is and I can not get rid of it, I changed the soil three times now and I have no success, reappears every time! I mention that I have 3 lemon tree and 1 aloe vera and in each pot, they are present! Can someone help me? What is this disease?
