cauliflower problem

I've been growing cauliflower for some years with no problems. Some years are better than others. This year I have a problem I have not seen before. I have looked on the net for help but can't find anything that seems to fit this.

Basically, the plants look fine, then they start to wilt. At first I thought it was cutworm damage or root worms. But now when I look close I see that there is an area on the stem just above the soil level that looks constricted. It is almost as if I had tied string tightly around the stem. This appears to be the reason the plants are failing. It is only seen on the plants that have wilted.

Anyone know what this is? Disease or insect? Any help would be appreciated. Thanks for taking the time to read this.
