Is My Broccoflower Bolting?

I'm new to backyard gardening and new to the Oregon coast (Lincoln City), so I decided to see how winter hardy vegetables would do here. Among the cabbage, cauliflower, broccoli & squash, I also planted broccoflower. It looks quite healthy, but I'm just a bit concerned that it may be bolting. The other broccoflower have all formed nice, tight baby heads, but the one in question started growing quite fast with what seems like multiple heads. Is this normal? Any advice for this novice is greatly appreciated. By the way, I'm right on the coast, so this garden never gets too hot (50's to mid-60's in summer) and gets it's fair share of wind.
