canning pepper paste (sambal)

My question is, can I can the following recipe? PC or BWB? What is a proper ratio, vinegar to peppers, for safety purposes?

I've begun making a hot sauce that for lack of a better term I'm calling sambal.
Basic recipe is about 4lbs red jalapenos, one head garlic, roughly one cup vinegar, one tablespoon salt, one tablespoon sugar.

Blend everything together in a blender or food processor until you have a thick paste.
Sugar, salt and vinegar are adjusted to taste, the whole mess is simmered on med low heat for 30 - 40 minutes.

Sometimes I roast the peppers first for a smokier flavor and smoother consistency (the skin is removed).

Total yield about two quarts (I was thinking canning in eight ounce jars).
