Looks to me like most, if not all of the plants in this image are drought tolerant. There is catmint, lavender, rose and salvia in the image, but russian sage is another great option in the same colour palette, as well as Sea Holly, echinacea, jupiters beard(valerian), succulents and more. Of course each one of these come in a variety of options.
