I need help with my infected flower hibiscus

I have 20 years old outdoors hibiscus. Every summer I noticed the buds and the flowers have black spots. These spots appear every summer which deform the flower. I am sure there are no insects on the plant or the flowers. I need to know what are these black spots and how to get rid of them if any has similar conditions.
