Did the builder do a finish grading to get the drainage right? If not then hire a landscaper to do that for you.

Once the grading is done you can lay bermuda sod on top of that. If you are going to seed bermuda, then do rye now, kill any remaining rye in June, and seed in the hottest hot soil you can get in June. Don't try to seed in April - you will end up waiting 3 months before the seed germinates. Whereas if you seed into hot soil, it will germinate much faster.

What about buying a few pieces of bermuda sod, chopping them up and then spreading that all over the surface instead of seeding?

Get the grading right for sure. You can sod Bermuda anytime, but it's hard to find at this point in the season. King ranch turf is a great supplier if they service your area. I highly recommend the celebration Bermuda, but that might get expensive for the amount of coverage you need. Either way, improved genetics or not, SOD NOT SEED. Ask me how I know this.

If you're not ready for sod, use the cheapest rye you can find for now, it'll burn off in March or April then you can sod right over top of it.
