Is the mother bub still firm, or has it gone mushy? I would probably unpot and check the status of the roots.

Wait until October. Provide a little water every now and then, from below. Some of my bulbs of H.papilio are still leafless now. The daughter bulbs WITH leaves do not indicate that there is something wrong with the mother bulb, at least not on this occasion.

I have this happen quite offen too. The mother bulb takes a rest while the offsets keep merrily growing. Do as Haweha says, and just watering sparingly, enough to keep the offset leaves green and all should be fine. After all, having all those babies, tires a mom out!!
