Side of driveway question

Having trouble on what to put in this space. There used to be a lot of English ivy and weeds here so maybe something that will kill that will prevent them
From growing back. The space gets a lot of North Carolina sun all parts of the day. Before and after picture below

Next to that concrete it will be impossible to grow anything except annuals. I had the same issue with less than one foot of dirt and this is how I handled it. I put in a soaker hose and then planted morning glories and moon flowers to go up the fence. I installed thin wire on the fence to get it to grow in a trellis pattern. I also planted periwinkle - the annual variety.
