I was an installer, not a designer. That's a real awkward window to work around, I believe you are correct in that the sills are not deep enough to hang separate blinds or shade on, so the only option I can see is to hand a rod over the window and hang drapes to the floor, if privacy is not an issue maybe just side hangs to frame the space, I hope other Houzzers can come up with better ideas.

Those windows are too small to dress individually. I would dp drapery panels that close on the wall facing into the room, so that you can close off that window completely from the cold . Floor length drapes will do a better insulating job that little shades at those windows....and do more for the look of the room.

Mounting the rod over the window would be your best bet.

You mentioned that you're worried about heat loss, so I would definitely recommend that you get custom made draperies with a blackout lining.

As others have said, having them end at the floor and going for more fullness would help you with keeping the heat in and cold out as well.

I would be inclined to do Roman blinds, with sheer linen curtains on rods along the ceiling top, or you could just do panels on shorter rods either side

You don't show the windows in relationship to the rest of the room so I am making some assumptions. The bay window doesn't look that small. If insulation is important and your decor lends itself to a nice clean look, I would suggest 3 Hunter Douglas Duette Architella shades, mounted inside the opening. They are honeycomb shades with a cell-within-a-cell. (It is the most insulating of all the honeycomb shades made and exclusive to Hunter Douglas.). While the opaque (blackout) material is more insulating, you may not want to darken the room that much since it is a kitchen. If you want a more formal look and there us space, you can add stationary floor length draperies at the sides if the window.

A "kitchen nook" doesn't require curtain panels. Consider another treatment like roman shades, a textured woven shade. Curtain panels are usually too fussy looking in a kitchen, even a wide blade custom shutter.
