Help identifying this pest

Hello I live in central California and am having difficulty with one of my plants. The plant has a lot of ants on it (which I understand is not a big deal in itself, unless they bring aphids...which they loooove to do), but I also found this mysterious pest on it as well. Does anyone have any idea what it is?

It is Scale: a pest that sucks the juices out of a plant; it covers itself in a case to protect it from poisons and predators; it is very difficult to eradicate. I had some on my Meyer Lemon this spring and removed each by hand and then dusted the ground and tree with Diatomaceous Earth powder to keep ants and new scale larvae from climbing up into the tree.

I agree with Kate's identification--it looks like barnacle scale.
