Yes, arms need to be screwed by allen wrench.

I plan to return this item.

The preinstalled set screws would not reach the threaded end of the arms on most locations.

The interior collars were also set too shallow on some locations causing the threads to be exposed and having not enough material for the set screws to grab.

I've tried multiple fixes such as using longer set screws, but do not wish to go any further with concern this fixture may be a faulty.
