This is something to discuss with your builder/architect, and is a line item in the contract. We did not actually include a landscaping budget in ours (I do it myself), but normally he does include one for sod/basic flowerbeds- sprinklers would also be here. I

I think it depends on your builder. My builder has their standard construction features laid out on their website. When they started doing the bid they sent over a pdf of all the standard finishes and a pdf of all the upgrade options to pick what we wanted. Landscaping and fencing was not included in our final contract but he did give us a price (10k fencing, 8k landscaping) if we wanted to include it.

I didn't work directly with an architect, just made changes to a standard plan from the builder and total was about $1200 for the changes to be drawn up.

There's no "standard" for what's included. You have to talk to each person for their answer. When it comes to construction contracts, there are several different types--fixed sum, time and materials, percentage, etc. Each has it's pros and cons. A number of threads here explain the differences in construction contracts, so you'll find them if you do a search.

There's also differences between a tract builder, a custom builder who will build something he has built before and a custom designed home by an architect and built by a general contractor, where the project may be bid competitively or awarded based on a negotiated construction contract.
