Plant ID? (9b)

This plant has been growing at our house near Pasadena (9b) for some time now.
We've kept it cut back, but as you can see it's sending out new growth. Because we've been cutting it back, I can't recall if it has ever flowered or had fruit etc. Based on this picture can anyone help with ideas on ID?
