Those are old original factory windows is there a way to have them duplicated but new insulated windows . If not maybe an interior “window” made to keep the draft out , other than that some insulated drapes to at least cover the window and keep some of the cold out.

You have bigger problems than the windows. I see substantial gaps in the mortar of the brick. I also see rusting in the steel angle iron at the top of the window which supports brick weight above. For temporary fix, you can put plastic on inside of windows to reduce drafts and cold air, but long term, you have quite an issue to deal with here I'm afraid. If you truly want to fix it, get some masons over to assess what is going on and ask a lot of questions on best practices to restore and repair.
