Blackberry bush - need help

I planted a few thornless blackberry bush last year and hoped to create a hedge against a fence. The area is about 10 feet in length. They now have branches that are 12 feet or longer, hanging down due to its weight.

I am wondering when and how to prune them. And if I can use the cutting to create new plants. Any help is appreciated.
