Insulate Garage Question

I want to clean up and insulate my garage this coming Spring. I also want to finish the walls. I have a question about what's currently on the walls. I don't know what it is, but does it look like something I should be concerned with? See pics and thanks

That's tar paper, building wrap from 1940's - 50's. Leave it. Use 3 1/2" fiberglass with a Kraft paper face, then sheetrock. Don't forget about having a vent or two in the roof. The garage will be so much nicer / lighter / easier to hang stuff on the walls, and easier to keep clean.

NO concerned problem here as that is yes old tar paper and good wood for your siding as in the photo. Insulate and you will have a great garage or work shop!!
