White flowering bushes, no leaves ???

I need to stop and take a picture of this bush!

It is on a busy-ish road, I would have to pull into their yard/driveway so I have not been brave enough.

It is in bloom right now, has been for weeks. It looks to be 3 maybe 4 feet tall, bright white blooms, I don't notice any leaves, but I am driving by when I see it. I only see the yard before and after work but I think the yard is shady / part shade.

I noticed it last yr too and admired it so this year I am even more curious. Maybe I'll see about working up my nerve to sneak a pic!

Any ideas on what it might be.
