Northland Rosarium in Spokane has a listing for 'Snow Pavement' which has a strong, clove fragrance (according to Help me find). It's fairly low growing and from the pictures I've seen has got mostly rugosa foliage which looks beautiful and fern-like to me. I have had good luck ordering from Northland Rosarium before (not 'Snow Pavement').

If you are keeping a citrus alive up there you needn't worry about roses. (I also wouldn't have a Japanese apricot flowering in a windy location either as the fragrance will be blown away part of the time - quiet locations being preferable for plants producing fragrant flowers during winter is true in general, regardless of the kind). Since David Austin roses seem to be the big success with the market these days odds may be that you would respond better to that than the Hybrid Rugosa, which I wouldn't use in a setting where its more rugged and utilitarian appearance might be noticeable, seem out of context (I call Rugosa roses "Freeway Cholla") anyway.

Agree completely with you RE: ideal site for the Mume, but alas the roof is the only place with sufficient sun for it to grow well. The air circulation definitely helps with easing disease pressure somewhat as well. I was able to locate a denser Rugosa hybrid - Marie Bugnet - that grows to 3' that seems a good fit for the location (thanks Gardengal!), so I'm going to give it a try. If it is especially rugged or out of place I can move it to the front of the house and put in something more appropriate to replace it.
