I thought of putting some art there, but then I can't think of how to use the light we have there. should I just install any light fixture and ignore the relationship between the two elements? or since the box is not in the center I have to do something that balances it on the other side?

Put in a nice light fixture and forget the symmetry, would be my take on it. Symmetry is overrated anyway ;)

You have several issues on this wall - a light, an electrical outlet, an unusual wooden 'window', and the electrical panel, which all detract from the nice brickwork. How about having an electrician 'cap off' the electrical issues and cover them with bricks. And brick in the strange wooden opening at the same time. Install overhead lighting. As electrical panels do not require frequent opening, install a wall hanging as suggested, or as the wall is large, hang two or more hangings or pieces of art work.

Faux paint the electric panel to look like the brick? And paint the odd lattice piece a taupe from the bricks.
