There's such a thing as Zone 16? Is that like 2 miles from the sun?

Yes, sunset zones go from 1 to 20-something. There is a USDA hardiness zone equivalent but I don't know what it is. I often extend the hardiness concept up to zone 14 which doesn't exist but hopefully gives an idea of how hot it is since explaining the concept of heat zones to humans in temperate areas will take more effort and I'm lazy.

To answer the OP, you might want to look closer at the plants with problematic base? They are probably more damaged than what appears above the ground if they've been coping with excessive rains.

Who'd've guessed we would ever have this problem here, right? Others might disagree with me, but I don't think a fungicide is going to do it. Your plants are just drowning, which is possible even with good drainage. The soil is saturated and continuing to be watered/rained on, plus they are probably getting standing water in the crowns which will sit and lead to rot. If possible, I would move anything in pots to a sheltered location - I ended up getting one of those inexpensive plastic greenhouses to use as a dry house for my potted succulents, which seems to be working great. If they're in the ground, try to fashion some type of protective cover to place over them and the surrounding soil to minimize how wet they're getting. You can buy small transparent covers or cloches that will let the light in but keep them dry. Just let things air out whenever it's not raining so they don't get too humid.
