Shower doesn't get hot

So I just had my main plumbing line from the street to house redone in copper. We have two showers. Also a tankless water heater. The showers only get warm. Even at full heat. The bathroom sinks and kitchen all get hot. Only the showers don't. It's so strange. The tankless doesn't have an error or anything. Anyone know what the issue could be?

Did they put some hot water regulator on the line to the showers to prevent scalding? If so, maybe the temperature needs to be turned up.

Negative. Only thing they did was replace main line from city to house.
