What's this bug on my Guava tree

I have a tropical pink guava tree. It has lots of new growth. Many of the new shoots have this bug on it. I have sprayed some organic pesticide couple times, but it seems to come back.
What is it ? Is it harmful ? Would it harm other plants in my garden ?
