Online bulb sources like Scheepers offer them in the fall. They are short (think crocus rather than tulip) and need good drainage. Lots of pictures online.

HI, I am also in Zone 9, I have had much better luck with Tulipa bakeri 'Lilac Wonder' and the T. clusiana 'types' than with T. saxatilis as a perennial bulb. These species Tulip's need less winter chill than the typical Dutch hybrids.
