Form and shape look like Thuja (possibly Green Giant) or Leyland cypress but really need a better, more close up photo to ID. In either case, both will get far too large to maintain in that location - a very poorly considered planting location for any conifer that wants to grow to a standard size.

I'd seriously suggest removal before bothering with any sort of pruning effort........that will be a nearly constant activity going forward.

I've recently cut down two 30 feet trees(black walnut and ash tree) by myself. I used a ladder to climb up the tree and cut branches by branches starting from the top. Then eventually work your way to the middle and then to the bottom. I used only a handsaw. No chainsaw. No loppers.
