Like your oregano these look too wet. They are also overdue transplanting. I'd get them into individual pots asap. And since we don't know where you are located we can't tell if it is hot enough where you are to put basil outside.

I live in the midwest where it's not warm enough to plant them outside quite yet. I transplanted some into larger pots but their leaves are also looking like this. I tend to be pretty good about watering, but I'll pay closer attention to see if that might be part of the issue for the smaller seedlings.
