Can Emerald Cedars be Saved?

Planted three 6 foot Emerald Cedars two years ago. Last spring had to pull them out as they were near dead. Replanted with another three. Looked fantastic last year. This Spring already I see dead foliage towards the back and in the middle of the trees and some of the "green" branches around the sides and peaking through to the front have that more "olive" than "emerald" shading to them which IMO means imminent death.

What can we do to prevent further damage? I thought we watered them enough last year. But we only used an oscillating sprinkler. I should probably invest in a soaker hose and lay it on all sides. But will that even help at this point? The garden centre has a generous two year guarantee. Would you cut bait at this point and start over or try to nurture them back to vibrant health?
