What's Up With My Plant?

Bought this guy a month ago, after swearing of indoor herbs last year. I think it's a Corsican Mint(well, it smells minty and has a low growth habit). I didn't notice the damage until yesterday, due to the cursed burple of one of my grow lamps. Here are the pertinents:

Light Source: Light setup that has one 33 watt CFL, one 15 watt broad-spectrum LED and one "35" watt (I assume lower) burple light, 2'X2' area, was 6" above leaf surface for mint, but is now ~1.5' away.

Photoperiod: 13 hours

Watering: Was allowing soil to dry down 1-2 inches, but it was wilting, so now I have been watering if soil on surface has no dampness, and soil in drainage hole is not fully saturated. Have been watering in sips, with spring water and NYC tap (8 ppm and 40 ppm TDS respectively).

Fertilization: I haven't fertilized yet.

Soil: Whatever peaty stuff it was started in.

I think I may be over-watering, and I'm not sure if the lights had been too close. I don't have a LUX meter, but it seems like my lights shouldn't be giving off a -huge- amount of light. Is it mint rust? Fertilization issues? Light damage?

Any guesses would be helpful!
