Looks superficially like a Wichurana Rambler from the same group as 'Dorothy Perkins' etc. Maybe the grower used one of these as root-stock. Or raised some seedlings for use as stocks, that are of the same ilk. Otherwise you simply got supplied the wrong item, although perhaps the flowers aren't symmetric enough to be something likely to be presented as a desirable named selection.

The leaves remind me of Dr. Huey. It also mildews.

Its a Wichurana Rambler. Too many petals and wrong color for "Dr. Phooey".
