Dahlia Buds have Black Spots

This is the second year for me to grow dahlias. This year I started them indoors and at the middle of next week I can safely plant them outdoors because of late Colorado frosts. Today I saw three of the plants have started their first buds. I thought they looked fine this morning, I watered but when i checked mid-day, I noticed two of the plants' buds had black/brown spots on the buds. I can't seem to find a hole indicating something ate it. That said, are insect holes noticeable? If it's not insects, what is it? My dahlias tend to be drier because of the climate so I don't think they're overwatered. I have begun taking them outside and when I do, I will spray them liberally with water because I had spider mite problems last year and I'm a little paranoid about them returning. (Last year the most effective spider mite control was trying to spray them off. Neem burned the leaves. The infestation was really bad.) Anyway, does anyone know what it might be?
