Plants being skeletonized & devoured

last modified: 9 years ago

It starts with little white/transparent spots, which then crumble into dust and leave holes. It's affecting all broad-leaf plants in the garden: basil, mint, red pepper, and serrano pepper.

I'm spraying a neem solution all over, under, leaves, stems, soil, everywhere. I'm in Phoenix, AZ where the plants get watered once daily, full sun until about 1pm, and they're all doing great, except for this.

Does anyone know what the cause might be?
