Tomato monsters?

I am usually on the Perennials or Cacti forums, but a friend has a problem with her vegetables. She has raised beds, surrounded with 2' wire netting to keep the rabbits out. Still, her young tomato plants, and to a degree her kale, are getting eaten by something. She thought maybe snails, but the damage does not look like slug or snail damage to me. No slime trail either. Any ideas about the possible culprits? Strangely enough, the lettuce seedlings at the other end of the bed are fine.
