What's the bark around the base look like? Notice any small holes bored?

first pic... the new needles flushed fine ... but it didnt elongate much....

it might live.. but do you want to look at a skeleton for the next few years.. if in fact.. it lives that long..

i say.. be done with it ..

its not hungry.. fert will not help ...

ALWAYS tell us where you are ... and in this case.. throw in the last two years of weather .. ill guess CA.. years of drought ..... and then more water than it had in its entire life ..????

It looks like an Austrian Pine (Pinus nigra). They are having a tough go these days in eastern North America (especially the midwest) thanks to a double whammy of native disease and pests. It is generally not recommended to plant Austrian Pine in those locations anymore and one showing those symptoms may stay at that level for many years or decline and die. Though treatment options are available, they have mixed results and yours is far enough along that it will likely never improve.

BTW Ken...the new needles are still elongating...it's only June 1...what are your pines doing?

I was also going to say Austrian pine (from the bark appearance). If so, classic Austrian pine disease & resultant decline that occurs in most parts of the US.

Dustin, I can't see enough...but have the previous home occupants been slapping the tree with a string trimmer? You should be able to tell.
