Is it normal to feel a low voltage, bee sting like shock when I put my hand in the filter basket area? To add, some of the outlets in my house don't work, yet the breakers aren't tripped. The builder did check it once and it didn't happen to him. I've had very little response and lack of urgency from the builder since. I realize it's summer and things are busy but this is ridiculous.
