Young apple tree advice

We planted an apple tree about a year and a half ago (in Boston); so far this spring, it hasn't grown any leaves (except one near the base of the trunk, which I'm guessing is a sucker?). Is there any hope for it? (I am a total novice gardener.) Here are pictures of the tree, its trunk, and branches.
Any advice would be appreciated!
