oil leak in old troybilt chipper shredder

hi I have a old troy bilt chipper shredder family heirloom works great but now has oil leaking from a tube between the air filter and muffler

Most likely a vent tube from the crankcase . Is your oil level excessive . Drain a little and see if leak diminish ,s . Blow-by on an older unit is normal , have you done a compression or leak down test ?

I have one and oil to the edge of the fill hole is too much.

Yes over filled . You should only be able to feel the oil on the tip of your index finger to the 1st knuckle .
