Depleted soil bed. Help please!

So. It's my first year gardening and my landscaper built me a veggie bed with soil and compost mixture. I've been planting some tomatos/squash/cucumbers etc but nothing has really taken off or looked lush. I have some tomatos growing but it just doesn't look very healthy. I just tested my soil and I'm severely nitrogen and phosphorous deficient!! pH is 6.5 which I guess is good.

i would like to stay away from the scary miracle Gro stuff but if I'm just using organic things like fish/seaweed fertilizer and Dr earth's tomato/veggie fertilizer (4/6/3), are those nutrients available immediately to my plants or does it take a while for it to break down? I would like to help my veggies asap. Any ideas on how to fix this as quick as possible? Home compost stash is small and not quite ready... :( :( :(
