I think you are right it looks like Arundo Donax

I would prefer clumping since they are a little easier to control.

How tall of a bamboo are you looking for, and how cold does it get up in your Northeast Texas area? Here, Bambusa textilis gets to over 40 feet and is a well-groomed looking bamboo and is the cold hardiest of the clumping giants, but in your area it might not get that tall. Some of the Bambusa multiplex varieties are also quite cold hardy but grow smaller, from a few feet to several feet.

I am in Zone 7 it gets as low as 20 degrees I will look into that one

My B. textilis gets between 35 and 45 feet tall here, depending on the location and it survives down to 15F here easily, and even colder, for short periods of time. At most, it will lose some leaves in a severe cold spell. One of my favorite bamboos.

B. chungii is a beautiful bamboo also with it's blue culms, but it is less cold hardy.
