those yelloish leaves look to me rather like signs of virus.

in the first pic, one of the upper leaves is slightly malformed which would be typicall for virus as well.

recommendations are to pull suspicous plants immediately. If you are a hobby person -not trading or selling- you could watch it some more, mind black flies and desinfect knives/secateurs between plants

Just wanted to update for any people also looking for answers on the yellow leaves. Most of my dahlias have strange looking leaves (although I'm not a dahlia expert so maybe it's normal) but they are all growing like crazy and I am happy to report my first bloom and it's gorgeous.

I did put espom salt on them and then about 3 weeks ago put a fertilizer on them (5-10-5) it was the only thing I could find with a low nitrogen count.

Just in case they are all virused I won't trade or give away any of my tubers but it doesn't appear to be affecting the blooms yet!
