Is this poured concrete? Maybe a different technique where you are, but the air bubbles have to be vibrated out, to avoid cracking... I suggest you post this on design dilemma for more input!

This looks to be a parg coat over the substrate ......did they by chance lay the wall up using concrete blocks? As the cracks going around the corner appear to end, I would suspect that the contractor used a very stiff mortar coat (stucco) that dried to fast. This can happen due to two causes. One the blocks were dry and sucked the moisture out of the stucco. Two, the hot air itself sucked the moisture out.........I'm betting you got a combination of both and thus the cracks............it won't be long before you start getting portions of it spalling off.

Somebody took some short cuts, instead of building it up properly. It should have been at least a 3 coat process........this looks like one massive application.
