It is not Honeysuckle because it has alternate leaves. My suggestion would be Spiraea based on the leaves. But there are flowers just visible but too fuzzy to see any detail. Can you show a close up of some of those flowers?

it does have the white flowers in spring but they do not branch out and fall down like other bridal wreaths and now I think I know why. I have always pruned it wrong and probably cut off all new shoots.

so please tell me what is the best time and pruning methods for me to use. I am in Montreal zone 4. it has not been flowering well so maybe it needs a drastic cut. I am not sure.
