Strange growth on naval orange stems

Our naval orange tree sustained considerable frost damage this last winter, but started putting out new growth in late spring. Although it looks relatively healthy, I don't know what this nubby, warty growth is at the stem ends. Perhaps it is nothing to worry about, but I simply don't know what that is. The tree is only about tree years old and is, of course, a grafted tree. Any help would be appreciated.
