Please tell me if these are weeds...

The first one has a low bush with small yellow follows which turns into a green lantern shaped puff. Not sure if they would change color like the Chinese lantern.
The second one looks so much like the echinacea, only it has no flowers.
Please tell me what kinds of weeds are they. Thanks
