I'm not sure about the pepper type. But how did you try and sprout them? How long did you wait before you considered them not viable?

Wrapp them between moist paper towel for a week in a warm box, then planted in potting soil moist and warm for a month, nothing happening. Lift seeds out to see if it grew but it did not look good.

Just put some good potting soil in a small container (3-4"). Then poke 4-5 small holes about 1/8"-1/4" deep and put a seed in each one and cover it up. Keep the soil moist and keep it in a warm place (70-85 degrees). You should expect to see sprouts with in about 10 days...some times longer.
