How long have they been in the ground? If this year, reset them.

It looks as if it's sitting in a deep hole. Is that so?

Most of the trees are about 3 years old. This one is 4 years old. It was not in a deep hole. Looks that way cause it shifted the dirt back and forth on its way down I guess from the heavy rain and winds.

If the tree settled that much, next time you plant a tree, make it a rule to NOT disturb the soil underneath the rootball.

If it's possible to lift the tree out of the hole, fill the hole, firming the soil which will be directly under the rootball, and then replant so that the rootball sits HIGH. It will still settle in spite of your best efforts.

If the tree is firmly attached in the bottom of the hole, then you have to decide what to do next.

I could see severing the roots as low as possible, then replanting as described above. Next, provide temporary shade and consider that the tree is in intensive care.

If you only refill the hole, you are guaranteed the tree will decline and die long before it should. The problem? The continually wet bark will erode below ground and girdle the tree.

Don't fertilize!

When I lived in cane country, I had to right trees. The ones which are young and you can easily pull up, I would do so and stake down with a wide strap. The side tree you show, should be easily doable. There shouldn't be any long term impacts to righting. Short term, both the hurricane push and your righting will tear many small roots including feeders, so I would expect some die back. You could assist the plants by removing any fruit so it can focus on growing.

My guess...wind wiped the tree around for too long and the trunk made a large hole ...trunk going around and around in the hole damaging the trunk/root system which will most likely causing it to die. Next time stake them good for several years, some need it for live if on dwarfing stock.
