Contractor installing countertop lighting

My daughter"s contractor is installing low voltage lighting under the top cabinets and has joined wires in a junction boxes that will be hidden my the backsplash. The contractor states that these junction boxes can be hidden because they are for low voltage lighting. I do not agree but can't find any NEC reference to junction boxes and low voltage lighting. Also what he done is supplied 120V to the light so the junction box contains 120V not low voltage. Am I right or wrong?
