Yes, hand troweled overlay. Actually a couple of them, plus the knock down texture layer.

It depends on substrate. The overlay is much harder than the actual concrete, but one can't promise it won't crack. Concrete will crack, so anything applied to concrete will as well, if the substrate moves. Resealing is important to longevity. Once the sealer wears away the overlay looks faded, and is exposed to the elements. Reseal every few years and it should be alright.
