Spraying for aphids on milkweed

I have made a mixture of 2 Tbsp. liquid detergent to a gallon of water to spray the aphids. It seems to work, but I go out the next morning to find a whole new population!

Am I supposed to spray just where I see the aphids, or should I be spraying the entire plant to deter the aphids altogether? The latter sounds a bit extreme, and I would worry about injuring or killing the cats that are already on the plants.

Meanwhile I've planted lots of marigolds around both my wet patch and my dry patch of milkweed. Bought flats on clearance at Lowe's—12 plants for $3, reduced from $10.
