well ... its a tree.. not a conifer .. lol ...

i cant really tell the leaf shape.. to get much beyond the suggestion of the standard bloodgood ... does anyone think it might be a threadleaf ??? .. can you get a closer pic? ...

they dont grow all that slow.. once they get established ... so you can save money if you avoid instant gratification and buy smaller ...

anything that has a latin name that starts with Juniperous horizontalis will fit the bill ... as well as the descriptive word.. prostrate ...

Agree with Juniperus procumbens seeming likely - there would be more certainty if view presented was from closer to the planting.

It's not a close enough photo to confirm but a juniper seems the most likely subject. But there are a whole lot more groundcover or low spreading junipers than just J. horizontalis so I wouldn't limit myself to just that species.
